Programme Academic Quality Committee (PAQC)

Effective academic governance is about providing direction for and maintaining oversight of academic provision.

Te Komiti o ngā Hōtaka | Programme Academic Quality Committees (PAQC) are organised for clusters of programmes within the same discipline. They are the ‘engine room’ of academic quality and they deal with the governance aspects of programme quality assurance, with the aim of continuous improvement.

The authority and responsibilities of Te Komiti o ngā Hotaka | Programme Academic and Quality Committee is to:

  • Monitor and safeguard the fair treatment and wellbeing of students, including their progress through their programmes;
  • Ensure quality assurance for all academic provision is undertaken in accordance with relevant institute policies and procedures;
  • Evaluate outcomes of academic provision, and promote and monitor actions to improve teaching, assessment and the outcomes for students;
  • Engage in the ongoing evaluation and review of academic provision;
  • Ensure that the curriculum continues to meet the needs of internal and external stakeholders, including students.

Te Komiti o ngā Hotaka | Programme Academic and Quality Committee maintains relationships and interactions with other committees at Unitec to ensure information is shared and accountabilities are maintained. The committee employs evidence-based action planning and execution to deliver continuous improvement and maintains records of its own level academic decision making.

PAQC members include the Head of School, APMs, programme staff and student representatives. PAQCs report to Te Poari Whai Kounga | Quality Alignment Board (QAB).

Delegated Authority

Each Te Komiti o ngā Hōtaka | Programme Academic Quality Committee (PAQC) may delegate authority for specific academic quality operational activities to:

  • Formally established management sub-committees and working groups; or
  • individuals for specific purposes.

Each of these delegations allows either the sub-committee or the individual to undertake activities on behalf of the PAQC. Sometimes these delegations will have full powers to make decisions on behalf of the PAQC, or they may be set-up to advise the PAQC who will have the final say. Terms of Reference for all delegated authority is recorded in the minutes of each PAQC to ensure that there is a record of the delegation.

Delegated authority may be established for:

Admission, Enrolment and Selection of Students

Assessment and award of Credit Recognition

Approval of Grades for courses

Consideration and approval of Affected Performance Consideration (APC) applications

Programme Completions & Eligibility for Graduation

Consideration and endorsement of applications for Programme Development and Improvements
